Previous planning applications made by other consultancies to change the use of the site to a mix of class B1 industry and class A1 retail had been refused planning permission by Norwich City Council.
A key turning point was Lanpro’s successful viability and suitability study which demonstrated there was no suitable alternative for the site, thus securing it’s release from the Council’s employment land supply, allowing the then derelict site to be opened for non B1, B2 or B8 employment use despite being contrary to local policy. Lanpro successfully demonstrated that against national policy guidance published in 2009, the site’s contribution to employment in an area of known social and economic deprivation was an overriding material consideration.
The application involved tree removal and the demolition of existing buildings within the site. The replacement building has a total floor area of 3,080m2, whilst the outdoor car display area has a capacity of up to 550 vehicles. The development is located in the Health and Safety Executive’s Consultation Zone relating to the Bayer Chemicals plant.
